The January 8, 2026, FOIA creates an inescapable accountability mechanism.

By requesting specific system records for LOM2025167241400037 and LOM20250702369587, True Signal Media has forced the State Department to either:

Produce Records That Match

If they produce system records showing Service ID LOM2025167241400037 was created June 16, 2025, with subject “Kelvin Bill Blas” age 30, they must explain:

  • Why actual welfare checks (Activity Log entries) are blank
  • Why the case was never updated after November 11 assault
  • Why Bureau of Consular Affairs letterhead instead of Embassy Lomé
  • Why privacy exemption was used to hide the fabricator’s identity

Produce Records That Don’t Match

If they produce system records showing different creation dates, different names, or different details, they’ve proven the delivered W/W summary was altered or fabricated.

Admit No Records Exist

If they admit LOM2025167241400037 or LOM20250702369587 don’t exist in their systems, they’ve proven the entire W/W summary was invented—complete with fake system IDs to create false official appearance.

Refuse to Respond

If they claim exemptions for system verification records, they’re obstructing fraud investigation. Administrative system IDs and creation dates are not privacy-protected or classified information.

Every outcome proves fraud. The trap is set.


WHY THIS MATTERS

This isn’t a paperwork error. This is systematic evidence manipulation by federal officials to hide abandonment of a U.S. citizen and combat veteran.

The implications extend beyond Kelvin Blas:

For Veterans: If the State Department will fabricate records to avoid helping one abandoned veteran, how many others are being similarly dismissed?

For FOIA: If agencies can manufacture fake records and use administrative tricks to bury appeals, the entire transparency framework collapses.

For Accountability: If federal employees can create false official documentation without consequences, there is no accountability.

For Consular Services: If embassies can designate real citizens as “fictitious” to avoid providing services, consular protection is meaningless.
