Submit Documents & FOIA Records
Public Records. Government Documents. Evidence.
True Signal Media accepts FOIA responses, government records, court documents, and other public-interest materials for review, analysis, and potential investigation. Every document submitted becomes part of the record.
Document-Driven. Fieldwork. Institutional Accountability.
Documents Are the Story
Accountability journalism runs on primary sources. Press releases are not documents. Statements are not documents. A FOIA response, an internal memo, a government contract, a court filing — those are documents. Those are where the truth lives.
True Signal Media maintains an active FOIA campaign across federal and state agencies. We file. We appeal. We litigate when necessary. But the fastest path to the record is often someone who already has it — and knows what it means.
If you have a document that belongs in the public record, TSM will review it, verify it, and determine whether it supports an active or new investigation.

📚 About the TSM FOIA Commons
TSM maintains the FOIA Commons — a searchable public database of government records obtained through FOIA requests, litigation, and document submissions. Verified documents submitted through this form may be published in the FOIA Commons with identifying information removed unless you indicate otherwise.
The FOIA Commons is a permanent, searchable public record. Once a document enters the archive, it stays there.
Security — Before You Upload
Protect Yourself First
Before uploading sensitive documents, consider removing metadata from files. PDF metadata, image EXIF data, and document properties can reveal the device, location, or account used to create or export a file.
For maximum anonymity, submit from a personal device on a non-work network. Use the Tor Browser or ProtonVPN for an additional layer of protection.
Secure Submission Options
For highly sensitive materials, contact TSM before uploading so we can arrange a more secure transfer method.
All TSM email accounts use ProtonMail. Signal available upon request. Anonymous submissions accepted — no contact information required.
